We make an exception for Canada, Bermuda and Mexico dogs only. Their dogs do not have to ohysically be in the country to register those dogs because we have had a long standing reciprical agreement with those registries.
All other foreign born dogs must be physically in the country in order to register them and we must have proof.

I live overseas and have a question in regards to registration.
Does the AKC register dogs that have been whelped outside of the US and are NOT imported to the US? The dam and sire are not AKC-registered.
If so, why? I would understand it, if it were for breeding purposes, e.g. if I would have a dobe that I would like to be breed in the US by an AKC-registered dobe but otherwise why would the AKC register a dog that has no ties to it now or in the future?
I was told this is common practice (ASCA - Australian Shepherds).
